Dow Eagleray Equipment & Structure Foundations Project

Performance Contractors was selected by Dow Chemical Company to lead the civil construction of the Eagleray Equipment & Structure Foundations Project at their LAO Plaquemine site in Louisiana. This critical initiative modernized the facility's energy systems by replacing outdated gas turbines and steam turbine generators with new equipment, while also modifying medium and high-voltage power distribution.

Over a 9-month span, Performance self-performed over 98% of the $10.2M scope, including excavation, underground piping, grounding systems, and major concrete placements — all under the extreme challenges of south Louisiana’s summer heat and the logistical impacts of an unrelated incident elsewhere on site.

Working within an active chemical plant, our crews maintained tight coordination with Dow and 18 specialty contractors to safely achieve project milestones. That coordination proved especially important when a separate unit—outside the scope of our work—experienced a major explosion that temporarily halted site operations. While the incident did not involve our team or work area, it reinforced the importance of our proactive safety culture and responsive planning.

At the completion, the total project scope included:

  • 6,155 Cubic Yards of Concrete Foundations
  • 47,000 Cubic Yards of Excavation
  • 533 Linear Feet of Underground Pipe Installation
  • 7 Pieces of Equipment Set
  • 10,350 Linear Feet of Electrical Grounding
  • Over 2 Miles of Underground Grounding Grid Wiring
  • 103,922 Total Safe Work Hours
  • 0.0 Total Recordable Incident Rate
  • 98.29% Self-Performed Work

Guided by our motto "We Build Better," our team demonstrated that safety, quality, and partnership are the foundations of exceptional project delivery. The success of this project stands as a testament to our commitment to excellence in construction, proving that when faced with challenges, it's not just about the facilities we build, but the foundations they're built on.
